You can apply RTI for a Certified Copy of the Marksheet / Certificate from Maharishi Dayanand University under Section 2 (j) of the RTI Act.
Maharishi Dayanand University is a State University established as Rohtak University in 1976 following the passing of Act No. 25 of 1975 of the Haryana Legislative Assembly. The University secured the recognition of the University Grants Commission in February 1983. Maharishi Dayanand University is a "Public Authority" as per Section 2 (h) of the RTI Act.
You can file RTI for Verification of Marksheet / Certificate to the concerned "Public Information Officer" by paying the prescribed fee.
