Yes, you can file RTI application to Chennai Metro Rail limited. The Government of Tamil Nadu created a Special Purpose Vehicle (SPV) for implementing the Chennai Metro Rail Project. This SPV named as “Chennai Metro Rail Limited” was incorporated on 03.12.2007 under the Companies Act. It has now been converted into a Joint Venture of Government of India and Government of Tamil Nadu with equal equity holding.
Hence, it is a Public Authority under section 2(h) and is liable to provide information under section 2 (f) and 6(1) of the RTI Act, 2005. The RTI application has to be made to designated PIO, that is Chief General Manager (HR) of Chennai Metro Rail limited. It functions from office located at Chennai Metro Rail Limited Admin Building, CMRL Depot, Poonamallee High Road, Koyambedu, Chennai – 600107.
