You can file RTI Application directly to the concerned Panchayat Secretary of the Gram Panchayat which is a "Public Authority" as per Section 2 (h) of the RTI Act. Gram Panchayat Offices are established under the concerned State Panchayati Raj Departments.
To know about various Centrally-Sponsored, State-funded, and Externally-Aided Schemes to a particular Gram Panchayat , you can file RTI Application to the District Collector / District Magistrate Office as the case maybe by making the payment of the prescribe fee.
The disbursement of funds for such Schemes are allotted by the concerned State Panchayati Raj Departments / Central Departments through DC Offices. Panchayati Raj Departments and District Collector Offices are "Public Authority" as per Section 2 (h) of the RTI Act and falls under its ambit.
