    Yes.

    Under section 19(1) of the RTI Act, an appeal can be made to the First Appellate Authority if the applicant is not satisfied with the response of the Public Information Officer. This provision is a time bound provision as the appeal has to be adjudicated in a time bound manner. An appeal can be filed beyond the mandatory time period of 30 days, the same can be admitted if a sufficient cause of action resulting in delay in filing of the first appeal is shown by the applicant.

    You could obtain the details of the first appellate authority from the website of the concerned public authority. Additionally, it has become mandatory for the concerned public information officer to provide the details of the first appellate authority in the reply to the RTI Application.
